City. One mailing was sent for the Comprehensive Plan updatel which included a map showing <br />proposed changes. Another mailing was sent for the residential'rezonings after the <br />Comprehensive Plan was adopted; this mailing also included a map showing proposed rezonings. <br />Mr. Fitzpatrick's property was shown as residential on both of these mailings. <br />Mr. Fitzpatrick is also asking that the City waive the application fees for the Comprehensive Plan <br />Amendment and Zoning Amendment. <br /> <br />Recommendation: <br /> <br />While it may not be clear what the exact reason was for changing the subject property's land use <br />in the Comprehensive Plan, the property has been historically residential and is located directly <br />on the river. In recent Comprehensive Plan amendment requests, the City Council has indicated a <br />preference for non-commercial uses directly on the river, with the possibility of changing to a <br />commercial use if a desirable plan is brought forward by the land owner.
