Absent: Commissioners Johnson, Van Scoy,and Watson. <br /> <br />Case #5 Request for Site Plan Review; Case of EIermanson Homes <br /> <br /> Presentation <br /> <br />Associate Planner Geisler stated Henaanson Homes ~s proposing to. construct a 10,000 square <br />foot multi-tenant office building on the property generally located' on the comer of Armstrong <br />Boulevard and Riverdale Drive. She indicated the proposed office building is located in the B-2 <br />Highway Business District and is listed as a permitted use in that district. The subject property is <br />approximately 1.35 acres, for total lot coverage of 17%. She,stated the: proposed building <br />appears to meet the required setbacks, but a revised site plan will need to .be submitted showing <br />these setbacks from the property line r.a:ther than the curb. · <br /> <br />Associate .Planner Geisler Stated ti~e landscaping plan is deficient in the number, species, and <br />placement of plantings. She commented a revised'landscaping plan will be required. She noted <br />because the subject property border~iilresideatial' property t0~.the south, the project must meet <br />bufferyard requirements as outlined id 'City:Q:6de. She stated these requirements include a 50- <br />foot bufferyard with a 30% increase in plantings. Alternatively, the applicant could construct a <br />6-fbot privacy fence along this property~line with a 10% reduction in the required bufferyard <br />plantings. The new Pleasureland RV ftipility ~is located one lot to the east of this site. <br />Pleasureland was required to put in a privacy, fence along the southern property line of all four of <br />their lots. Staff would like the Planning Commission to weigh in on whether this project should <br />include a privacy fence in the same location. She stated it should be noted that there would be a <br />gap in the fence in the lot directly to the east, until that lot develops. <br /> <br />Associate Planner Geisler indicated the submitted plan shows vinyl siding on a portion of the <br />building. She stated City Code does not permit vinyl siding in the B-2 District. The applicant <br />has indicated that he will submit a revised plan that replaces the vinyl with a masonry material. <br />She advised City sewer and' water will be constructed through the Town Center site this summer, <br />across Highway 10 to the intersection of Highway 10 and Armstrong Boulevard, about 400 feet <br />from the site. She stated Staff anticipates that services will be at this intersection in October <br />2004. The proposed site plan will be required to hoop up to City services; there are several <br />different ways this could be accomplished. <br /> <br />Associate Planner Geisler explained that because many of the outstanding issues with the sit plan <br />could have a large impact on the overall site design, Staff was going to recommend tabling the <br />request, l-Iowever, Staff has been working with the applicant over the last few days and has <br />agreement on the major issues, so they are recommending approval.
