CASE: ICl

ADOPT POLICY ON TOBACCO FREE PARKS
By: Leonard Linton, Civil Engineer

Background:

Information on Tobacco-Free parks was forwarded to staff after several members of the
council attended a seminar where there was a presentation on the subject. The
information was presented to the Park and Recreation Commission at their April meeting.
Park and Recreation approved the proposal and recommended forwarding the proposal to
the City Council. The Tobacco Free Parks Policy was discussed at the council work
session May 18, 2004. Information on the policy is attached for your review.

Observations:

The policy would ban smoking in the City Parks. The policy will rely on community
enforcement versus enforcement by city staff and/or patrol officers.

Anoka County received a grant from the State Department of Health to help promote the
program and can provide signs for posting in the parks after the policy is adopted. Public
works is compiling the number of signs needed.

The policy would apply only to the parks and may be waived for adult events like the
Community Picnic and Happy Days.

Recommendation:

Adopt the attached Tobacco-Free Parks Policy.

Action:

Motion to Adopt the Tobacco-Free Parks Policy made by

, seconded by

Reviewed By:

Public Works Director
Assistant Public Works Director
City Attorney

CC: 05/25/04
