Alternative #2 Deny the Rezonin~ Request <br /> <br />A second alternative would be for the city to deny the rezoning request on the <br />basis that it does not conform to the existing or proposed Comprehensive Plan <br />or Zoning Ordinance. In addition, the city offical would then presumably <br />suggest that the developer locate the commercial project further south in the <br />Urban Service area. This would be similar to what was done previously in <br />relation to the proposal for the medical and dental clinics in the area. <br /> <br />Alternative #3 Amend the Comprehensive Plan and Zoning Ordinance Before <br />Approving Project <br /> <br />A third alternative available would be to pass a moratorium ordinance for a <br />specified period of time (3-6 months) for all commercial developments and <br />then take steps to amend the Zoning Ordinance by rewriting and clarifying the <br />various commercial districts and possibly create a seperate neighborhood <br />commercial district where limited commercial uses would be allowed. This would <br />allow the city to grant rezoning for neighborhood commercial developments with- <br />out the problem of these developments'expanding to large commercial develop- <br />ments in the future which could lead to leap-frog developments and may result <br />in demands for urban facilities and services that would be difficult to provide. <br /> <br />Of the three alternatives, the third alternative would seem to be the most <br />advisable at this time. While it may bold up the project for a certain period <br />of time, it may lead to a more desirable solution for the city as well as the <br />developer. <br /> <br /> <br />
