I <br />I <br /> <br />! <br /> <br />! <br /> <br />I <br /> <br />c) <br /> <br /> 1) <br /> 2) <br /> <br /> 3) <br /> <br />I CASE #4: <br /> <br />We are meeting with Commissioner Clyde Allen <br />at 2:00 p.m. on December 22, 1981 in St. Paul. <br />Mayor Gamec, Councilmember Cox, City Administrator <br />Schnelle, and Mayor Kaassa of Lake Crystal will <br />be going over this issue with Commissioner Allen, <br />as it is his department that has the most to do <br />with these issues. I do know that he is pro- <br />posing no legislation in regards to the state <br />aids issue. I don't know about the property tax <br />formula in regards to how it affects businesses. <br /> <br />We have now gotten the Lang, Pauly, Gregerson <br />legal memorandum regarding the state aid issue <br />as to whether we can take this issue to the <br />courts and City Attorney Goodrich and I will be <br />going over this and will discuss it with Council <br />in depth at the meeting. <br /> <br />Ramsey Economic Development Commission - At the February <br />28, 1980 meeting of the Ramsey Economic Development Com- <br />mission, there was established the following committees: <br />Publicity, Public and Commercial, Housing, Finance, Air- <br />port. These committees functioned for a while, but then <br />it seems as though they lost interest in whatever their <br />functions were. Consequently, it is felt that the Council <br />should really establish the Economic Development Commission's <br />duties in ordinance form, spelling out their involvement <br />in the development of Ramsey. I think most communities <br />have their Economic Development Commissions get involved <br />in the following areas: <br /> <br />Commercial and industrial development <br />Ail aspects of financing commercial and industrial <br />development'. <br />Developing l~gislation that is favorable to com- <br />mercial and industrial development for City, County, <br />State and Federal levels <br /> <br />Council Action: The Council should consider developing <br />an ordinance spelling out the Economic Development Com- <br />mission's role in assisting the Council in the development <br />of the City. I think at the present, nobody's really all <br />to~ sure in what their role is, however, Council may desire <br />to continue on operating the way it has with this Commission, <br />but I brought it up to see what you think. <br /> <br />BOWMAN RESIDENCE (INFORMATIONAL): <br /> <br />Enclosure (D3-b)i'.is forwarded to Council for Council to note. It con- <br />tains a memo from Building Official Berg regarding the Bowman residence <br />at 16001 Nowthen Blvd. NW. <br /> <br />Council Action: Your action will be to note that you are aware of the <br />sS~tuation contained in the above enclosure. <br /> <br />"i <br /> <br /> <br />
