Pursuant to that concern, a strategy session was held on Saturday, November 14, 1981, at Bunker Hills Activity Center. Fifteen (15) of the seventeen (17) members were in attendance. At this meeting it was the unanimous conclusion of the Council that: e e The Joint Law Enforcement Council should continue to function. The members felt strongly and were committed enough to devote two (2) full days in analyzing the purposes and goals of the Council, and to develop a work program or plan of action. This effort should be carried out on a Friday and a Saturday, the days not to be consecutive. The Council should retain a facilitator to lead and direct the members in their deliberation and consideration. Robert W. Johnson will contact facilitators, arrange times and places for the meetings, notify the Council members, and make such arrangements as are necessary to accomplish this stated purpose. Robert W. Johnson has reported to me that he has talked to two (2) facilitators, Jim Hanson from Fridley and Pete Meyers. Both are reported to be very competent and professionals in the field, and both are available to carry out this responsibility. Jim Hanson has quoted $1,600 as his fee for the services. Pete Meyers has quoted $1,500 as his fee for the same service. On behalf of the Council, I respectfully request an aut'horization to expend the necessary money to retain a has undertaken.
