Motion denied. Voting Yes: Chairman Peterson and Commissioner Deemer.
Voting No: Commissioners Dunn, West and Schneider.

Conmd. ssioner Schneider ~ Let the recrods reflect that we have been faced
with similar type situations, but I don't feel that we were able to come
up a way controlling
with
of
this
situation.

Con~iss~on recessed at 9:21 P.M.

C~a~rman Peterson called meeting back to order at 9:37 P.M.

2) Mr. and Mrs. R.A. Peltzer's Request for Sketch Plan and Preliminary
P]at Approval for R.A. Peltzer Addition.

Commission reviewed letter from Mr. P. Raatikka to Mr. Kenneth Peterson
dated October 26, 1981, regarding preliminary plat review of R.A. Peltzer
Add~ tJon.

Mr. Berg - A previous subdivision of property has left this parcel.
Neither is a lot of record. Mr. Peltzer has a building pexnnit contingent
on p]atting. Mr. Peltzer's dedication of right-of-way to Industrial
Boulevard has cost him a lot that would have had adequate frontage. When
you take right-of-way into consideration, lot size is 2~ acres. Mr.
Peltzer's giving up 150' of his property for Industrial Blvd. right-of-way
makes for a valid criteria for granting variance. If he ever sells his
home, the property can still be used for industrial purposes.

Conunissioner Deemer - What about industrial property with residents on it?
Also, there would be a loss of tax base by homesteading on industrial
property.

Mr. Berg - Have talked with the Peltzers and they have no problem with
residing in an industrial area. .

Commissioner West commented that at the rate business is coming into the
City of Ramsey, he doesn't feel loss of tax base should be of concern.

Commissioner Schneider stated that City would be lucky to get taxes off
the house.

Motion by Commissioner Deemer ,and seconded by Commissioner West, to
recommend Ramsey City Council approve preliminary plat and any variances
necessary to comply with Mr. Raatikka's letter of October 26, 1981, for
R. A. Peltzer's addition under 170.0312b of City Ordinance and facts
involved being dedication to the City for road use decreased'the property
beyond useable size and further, that City waive park dedication fee
in view of compensation wasn't gained when he dedicated the easement.

Further Discussion: Commissioner Schneider stated that Mr. Peltzer
still has to go to final plat.

Motion carried. Voting Yes: Chairman Peterson, Commissioners Dunn,
Deemer, Schneider and West. Voting No: None.

~ ~ P & Z/November 3, 1981
~3 -- Pages
