I <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Mr. Lehn added that there have been complaints made about the dogs when he <br />has had them out of town. He feels that he is being harassed. <br /> <br />Chief of Police Auspos stated that he had observed teh dogs on two differnt <br />n~.ghts and they were not barking, but in answer to a 7:00 A.M. call this <br />morning, he did find them barking. Anyone wishing to carry this matter fur- <br />ther would have to keep a log of dates and times the dogs were barking ex- <br />cessively. <br /> <br />Mayor Gamec stated he had checked the police records and found all complaints <br />were by one person. He had checked with neighbors and they say the dogs bark <br />but that it was no real nuisance. <br /> <br />Mr. Lehn informed the Council that he is now muzzling the dogs. <br /> <br />Council stated that if a conditional use permit is ussed, it should be on <br />the condition that the dogs are muzzled when they are unattended or when- <br />ever necessary. <br /> <br />Mr. Lehn stated he was agreeable to this condition. <br /> <br />Councilmenber Van Wagner stated that she recommends deleting Item #2 re- <br />garding a veterinarian inspection. <br /> <br />,I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Councilmember Sorteberg stated that he recommends deleting Item #3 regarding <br />keeping the dogs indoors at night and replacing it with wording to the effect <br />that the dogs will be muzzled when they are unattended or whatever is <br />necessary to stop habitual barking. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg to <br />approve the conditional use permit agreement, deleting Item #2 and #3 and <br />adding the condition that the dogs be muzzled whenever necessary, further <br />that Mr. Lehn be allowed to maintain three (3) dogs in a private kennel at <br />his residence of 17540 Nowthen Blvd. N.W. It is further directed that the <br />Mayor and City Administrator be authorized to sign said agreement.. <br /> <br />Motion carried. Voting yes Mayor Gamec, Councilmembers Van Wagner, Sorteberg, <br />Reimann and Cox. Voting no None. <br /> <br />Case #4 - Mr. Julian Stephen Schmidt's Request to Rezone his property from <br /> <br /> R-1 to B-1 for a Shopping Center: <br /> <br />A presentation of the proposed shopping center was made to the Council by <br />Mr. Robert Muller. <br /> <br />Mayor Gamec made note of a letter from Mr. Julian Stephen Schmidt to the <br />Ramsey City Council regarding the rezoning of the properety at the inter- <br />section of Highway #47 and 167th Avenue N.W. <br /> <br />Mayor Gamec also stated that he had searched past minutes and couldn't find <br />where the Coon Rapids Clinic had put in a request for rezoning. The busi- <br />ness is not doing well in Ramsey's present B-1 area and we now have to decide <br />to keep pushing this area or replan. In talking with developers of the <br />Southeast corner of Ramsey, he had found they ar~ now looking at multiple <br />dwellings and retail business. <br /> <br /> C/October 27, 1981..
