I <br />I <br />I <br /> <br />300 Metro Square Building, 7th Street and Robert Street, Saint Paul, Minnesota 55101 <br /> <br />Area 612, 291-6359 <br /> <br />November 1981 <br /> <br />TO: METROPOLITAN AREA CITIZENS AND GOVERNMENTAL OFFICIALS <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Attached is a draft surface water management plan proposed by the Metropolitan <br />Council as part of a Metropolitan Development Guide chapter on water resources. <br /> <br />When adopted by the Council, it will supersede the Council's Guide chapter on <br />protection open space and portions of its Guide on water resources. It will <br />also fulfill federal requirements as the Region's plan for controlling <br />"nonpoint" source pollution under Section 208 of the Federal Clean Water Act. <br /> <br />The doc,ment is a plan to deal with the p~oblems caused by snowm, elt and storm <br />water runoff, which carries various pollutants into the Region's rivers, lakes <br />and streams, and causes erosion, flooding and related problems.
