I
I
I
I
I
I
I
I
I

I

!

*e) January 1, 1983 $15,815
'*f) April 2, 1983 16,O75
,g) June 25, 1983 16,335
*h) October 1, 1983 16,6OO

*Astericks indicate that these salaries will be increased by cost of living
increases to be negotiated with the Council and which cost of living in-
creases will be a percentage of the base salary as shown above.

Councilmember Sorteberg sta~ed he seconded this motion so that there could
be discussion on it.

Mayor Gamec stated the positions of Clerical IV, Public Worksman, Patrol
Officers, Assessor and Public Works Supervisor would go to midpoint as of
January 1, 1982 and all other employees would go on the step program and
reach midpoint in 21 months as derived by the 1982 Pay Schedule.

Councilmember Cox asked in regards to the five positions to be effective as
of January 1, 1982, are those salaries plus compensatory time or what?

Councilmember Reimann stated there would be no compensatory time.

Building Official Berg said he disagreed.

Councilmember Sorteberg said those employees entitled to time and a half will
still receive it and those employees getting compensatory time will no longer.

Councilmember Reimann stated that if we pay compensatory time the end of the
year salary could be considerably more than the Stanton Report recommends.

City Administrator Schnelle stated that Building Official Berg has been
assigned the job of collecting easements which would be otherwise performed
by an attorney at a rate of $45 per hour. He deserves compensatory time
~n situations such as this and the City would be amiss if-they don't approve
compensatory time.

Building Official Berg stated he felt he was entitled to compensatory time
for any assignments not pertaining to my position as Building Inspector.

Mayor Gamec said we get by cheaper with compensatory time. It gives em-
ployees incentive to overlap assignments and it saves the City from having
to hire more employees.

City Administrator Schnelle stated that nobody receives cash for compensatory
time. It is only used for time off.

Motion carried. Voting yes Mayor Gamec, Councilmembers Van Wagner and
Sorteberg. Voting no Councilmembers Reimann and Cox.

1982 Parttime Salaries

Councilmember Reimann suggested keeping these salaries where they are and
advertise for bids to cover Wilbur Chapman's area of responsibility, the
reason being his attitude.

SpC/October 20, 1981
Page 8
