Both your city <br />and the League need to understand the specific impact of the delays and/or cuts in <br />1981 or 1982 state aid payments. <br /> <br />If the League.is to effectively lobby for city interests, we need your help. Please <br />complete the enclosed questionnaire describing the effects of cuts and delays on your <br />city. Send a copy to the League, yoUr legislators and the Governor. <br /> <br />Tell your legislators and the Governor that the state should not solve its financial <br />problems by creating chaos and uncertainty for city finances. Make sure they under- <br />stand the specific local impact of the state's failing to make good on its promises <br />to city governments. <br /> <br />Cities have been and will continue to be concerned about "tightening the belt" and <br />limiting expenditures in a time of scarce.government resources. However, the true <br />issue now is not whether local governments should make more forced cutbacks under <br />crisis conditions.
