I <br />I <br />I <br />I <br />I <br />I <br /> <br />RESOLUTION NO. 81 <br /> <br /> WHEREAS, the City of Ramsey did adopt a comprehensive plan in 1978 <br />and has proposed an amended plan which amended plan is currently being <br />reviewed by the Metropolitan Council, and <br /> <br /> WHEREAS, the 1978 comprehensive plan provides for a 1990 Urban Area <br />where commercial development is to be promoted and encouraged and conversely <br />commercial development outside this area is to be discouraged, and <br /> <br /> ¥1ttEREAS, it is anticipated that municipal sewer will first serve the <br />1990 Urban Area, and <br /> <br /> WHEREAS, since the adoption of the 1978 comprehensive plan there has <br />been little demand for commercial development sites in the 1990 Urban Area, <br />and <br /> <br />WHEREAS, J. Stephen Schmidt has applied to the City for the rezoning <br />of a 5.5 acre tract of land located at the intersection of Highway #47 and <br />167th Avenue N. W. in the City of Ramsey, said rezoning request being to go <br />from R-1 Residential to B-1 Business with the purpose of the rezoning to be <br />to allow for the construction of a local service shopping center, and <br /> <br /> WHEREAS, Wes Bulen has applied to the City for a rezoning of approx- <br />imately 80 acres located in the Southeast Quarter of Section ll, Township <br />32, Range 25 which lles East of State Highway #47, said rezoning to go from <br />R-1 to a recreation zone, the purpose of which is to construct a golf <br />course and associated clubhouse facility along with a year-round coffee <br />shop, and <br /> <br /> WHEREAS, both of the sites described above could have 'certain soil <br />problems creating difficulty for construction of on site sewer systems, <br />which information is as shown on the Anoka County Soils Survey, and <br /> <br /> WHEREAS, to permit either of the requested rezonings may be of prece- <br />dential significance for the Highway 47 development area lying North of 153rd <br />Avenue N. W. and could possibly commit the City to similar rezonings, not- <br />withstanding recent Highway 10 area rezonings, and <br /> <br /> WHEREAS, the City is in need of commercial development for an increased <br />tax base, resultant local employment and energy savings, and <br /> <br /> WHEREAS, the Council has directed staff to review the applications and <br />draft proposed findings of fact for Council review, and <br /> <br /> <br />
