!
!

CASE #5:

a) Council minutes dated June 11, 1979 which addressed
Herrick's parcel of land, Plat 89322, Parcel 0040.

b) Map showing the Herrick's parcel of land.

This land is zoned R-1 and it appears that several churches want
to acquire this lan~ as the City office has received calls from
church groups in regards to it. We have explained to the Herricks
that platting will be required of the land. However, they still
want to meet with the Council about platting it by metes and bounds.

Comments: Your past action has been to deny metes and bounds plat-
ting.

Council Action: Your action will be to approve/disapprove the above
request.

MISCELLANEOUS ITEMS: 1} LF~I~L~ION; Z~ ~ESOLOTIO~ APPROVING TAX
LEVY; 3) RESOLUTION SETTING TOTAL BUDGET; 4) RESOLUTION DESIGNATING

USE OF FEDERAL REVENUE SHARING FUNDS; 5) RESOLUTION ESTABLISHING
POLICY REGARDING PLACING BUSINESS ON COUNCIL AGENDA:
a) Legislation Meeting with Lt. Governor - We met with Lt.
Governor Wangberg on September 30, 1981 and the following
items were addressed at this meeting:
~"'li 'State Aid to Cities - The Cities of Ramsey, Lake
Crystal, and Skyline made a presentation on this
issue.

2) Taxes as to their Affect on Business and Industry -
The Ramsey businessmen, Anoka businessmen, and Lake
Crystal businessmen made a presentation on this issue.

Summary: ~ think 'it was one of the better meetings we have
had over at the Capitol, mainly because we had a fine cross-
section of people there from different parts of the State.
We asked the Lt. Governor to appoint a task force to review
the property tax laws and other laws that have a big impact
on commercial and industrial development in the State. We
also requested that task force be appointed to study State
Aid to Cities.

b)

They have asked us to provide them with names for the above
task force from different parts of the State. It's a big
job getting this accomplished, but Ramsey has done it.

Legality of State Aids - Co,ell Several weeks ago authorized
us to pursue trying to get this State Aids thing into Court.
Bill and I have met with Mr. Gregerson and Mr. Rosow of the
law firm of Lang, Pauly & Gregerson LTD and they seem very
anxious to explore this case. It is very critical to Ramsey
that this State Aid law gets changed to where it is equitable.
