I I I I I I I I I I I I I I I I I I JOINT COOPERATION' AGREEMENT THIS AGREEMENT made and entered into by and between the COUNTY OF ANOKA, State of Minnesota, hereinafter referred to as "COUNTY", and the CITY/TOWN OF Ramse¥ hereinafter'referred to as "MUNICIPALITY", said parties to this Agreement each being governmental units of the State of Minnesota, and is made pursuant to Minnesota Statutes, Section 471.59. WI TNE S SETH I WHEREAS, Title I of the Housing and Conu~unity development Act of 1974, as amended, provides for a program of community development block grants; and, WHEREAS, Anoka County, Minnesota qualifies under said law as an "urban county" eligible to receive community development block, grant funds; and, WHEREAS, the County's populat%on, among other factors, is a determinant of the eligibility of the County and the amount of resources which may be made available to the County to undertake activities under the afore-referenced law; and, WHEREAS, part 570, Chapter. V of Title 24 of the Code of Federal regulations sets forth r~gulations governing the applicability and use of funds under Title I; and, WHEREAS, Section 570.105, titled "qualifications as urban county." provides that computation of the County's population may include persons residing in "unincorporated areas" and in "its included parts of. general local government with which it has entered into cooperative agreements to ° undertake or to assist in the undertaking of essential activities pursuant to community development block grants;, and, : WHEREAS, it iS in the interest of the City/Town of Ramse¥ to have its population counted together with other municipalities of Anoka County who similarly agree;
