! <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />5) <br /> <br />6) <br /> <br />7) <br /> <br />8) <br /> <br />9) <br /> <br /> lO) <br /> <br />** 11) <br /> <br />** 12) <br /> <br />** 13) <br /> <br />** 14) <br /> <br />** 15) <br /> <br /> PROPOSED FINDINGS OF FACT <br />REZONING FOR STEPHEN SCHMIDT <br /> <br />That the Applicant has properly applied for the rezoning of a parcel <br />of property from R-l, Residential, to B-l, Business. <br /> <br />That the property is known as Plat 89211, Parcel 8550 and is located at <br />the southwest corner of 167th Avenue NW and Trunk Highway #47. <br /> <br />That the Applicant appeared before the Planning and Zoning Commission <br />at their regular meeting of October 6, 1981 for a public hearing and <br />presented his request. <br /> <br />That said public hearing was properly advertised and a copy of said hear- <br />ing notice is hereby incorporated as a part of these findings. <br /> <br />That the Applicants property is adjoined on three sides by R-i, Residential, <br />zoning and by B-l, Business, zoning on the remaining side. <br /> <br />That access to the property would have to be provided on either State Trunk <br />Highway #47 or 167th Avenue NW which is designated as a thoroughfare street. <br /> <br />That past requests for rezoning of this property as well as other properties <br />in the immediate area have been denied. <br /> <br />That a letter objecting to the rezoning has been received from the Coon <br />Rapids Clinic, owners of the Ramsey Clinic, and that said letter is hereby <br />incorporated as a part of these findings. <br /> <br />That neither the existing comprehensive plan nor the proposed comprehensive <br />plan propose any rezoning of this property. <br /> <br />That said application may be subject to Metropolitan Council review. <br /> <br />Property is not a lot of record. <br /> <br />Request for rezoning for purpose of a gas station was denied in the past <br />because of soils. <br /> <br />Planning Commission has recommended rezoning of this area in the past. <br /> <br />Increased traffic will necessitate upgrading of streets and intersection of <br />167th Avenue NW and TrUnk Highway #47. <br /> <br />Development of this nature in unsewered area will result in increased financial <br />burden on City residents when sewer becomes available. <br /> <br />** As recommended by Planning and Zoning Commission on October 6, 1981 <br /> <br /> <br />
