CHAPTER <br />PRESIDENT'S <br /> , REPORT <br /> <br />"We the people..." <br /> <br />I just returned from a ~neeting where State Representative Robert <br />Searles spoke on "The Financial Crunch in State Government" and, <br />frankly, nay blood is boiling. I am not hot at Representative Searles or any <br />other elected official specifically, but I am mad at the inability of state <br />government to react more quickly to problems that we as citizens must <br />solve in our business ~md personal lives. Not knowing a better system of <br />government, however, I conclude we will work with what we have and <br />affect that hmA~ s/ow c'hat~ge in government fiscal and procedural <br />policies. Yet this change will only start when each of us contacts our state <br />legislators so they know our positions on the issues. Depending on a <br />lobbyist may be adequate in maintaining the status quo, but it is not <br />adequate to effect needed major changes. <br /> <br />Representative Se~rles is now working with Governor Quie on legislation to' give state government the <br />flexibility to react to changes in the economy and financial markets. The state does not currently have this <br />flexibility and, consequently, is in the untenable position of living with rigid two- and three-year old fiscal plans <br />based on static income projections and fixed costs. Our government needs to adjust to revised income <br />projections, rising costs and other variables more quickly. We should support legislation that allows this <br />adaptability. <br /> <br />Another popular Mi nnesota topic is that of the "business climate". Businesses are leaving the state, expansion <br />of existing businesses is occurring in neighboring states and high income retirees are retiring out of state. We as <br />businessmen know this, but many others do not. They especially do not realize that these occurrences adversely <br />and personally affect them. The general public does not appreciate that an adverse business climate affects <br />everyone of us in the form of jobs and job availability. <br /> <br />Our legislators will not improve the situation until the majority of voters pressures them to do so. This change or <br />realization will not occur overnight by virtue of a pitched battle or confrontation (as in California or <br />Massachusetts) until things get much worse.., and we certainly don't want that to happen. Instead, a slower <br />process of change needs to begin immediately. This should be a thoughtful, educational process of calling your <br />legislators on a weekly basis with your views. (This call could do more for your profits and future than your call <br />to your stock broker!) Our industry will benefit in the future because of our personal actions today. To assist you, <br />the Legislative Committee will have the telephone numbers and names of all state legislators at the November <br />seminar.
