Clawson~y
I RE:
Intergovernmental Fiscal Issues

It would be difficult to overstate the impact that Federal and State budget cuts
will have on Minnesota local government.

I
I
I

There is no doubt that every city., town and county in this state will join the
state and federal government in making real, substantial, cuts in services while
experiencing at the same time a decline in ability to generate adequate revenue
to deal with operational and capital problems as they arise.

On October 13 the. House Local and Urban Affairs Committee received a report by
Lee Munnich which laid out the extent of the present disruptions in the state-
federal-local fiscal partnership ~o which we have grown accustomed, and in which
several suggestions were made about the emerging shape of that partnership.

The next three years will be critical ones for Minnesota local government. Better,
more long range fiscal planning will need to be undertaken. Wisdom and compassion
will need to be exercised in how service cuts are implemented. Difficult decisions
about taxes, role of government, personnel, productivity and services will have to
be made.

Obtaining the solutions will require creativity, forthrightness, and hard work by
officials at all levels of government.

Enclosed you will find:

1) reprints of recent relevant articles on state/local finances

2)

a one-page summary, prepared by our House Research local government
aid staff, of the LGA formula and how it works

Reply to: E~ 227 State Office Building, St..Paul, Minnesota 55155 Office: (612) 296-4358 I

[] 1 Cedar Point, Center City, MinnesSta 55012 Home: (612) 257-5385 ....
