However, all economic forecasts in-
dicate that housing has not yet reached bottom.

There has been no additional work done on recodification at this point,
however, we are going to try and work on this the latter part of this week
if I have time. It may be that Mr. Goodrich would rather I continue with
my attempts to acquire the drainage easements that are needed for the var-
ious street improvement projects instead of working on recodification. I
would note that in regards to easements, I have received mixed responses,
but have not gotten anyone to sign. Mr. Wentura indicated he would sign
the easement if the City would install a culvert in his driveway. I will
have to get a cost from the Street Superintendent before I can determine
if this will be advisable.

Bids will be received at 12:00 p.m. Friday for completion of the lower level
of the City Hall and a recommendation will be ready for the Council meeting
of October 27, 1981. It appears that we will have several bidders for the
project which should give us a better bid than what we received with only
two bidders.

Carl Johnson Plumbing installed the new boiler section and has indicated they
will be back this week to re-sequence the units and work on the septic system
pump that has failed.

Jerry's Plumbing of Anoka is replacing the hot water circulating pump that
failed recently. This should be completed this week. The problem was with
a bearing in the electric motor and the motor will have to be rebuilt.

A letter was sent to the owner at 8855 - 176th Avenue for building a garage
without a permit. He complied immediately and acquired his permit.

Permits issued, mileage and inspections are as follows:

Permits Issued

Permit Fee Valuation Surcharge

A.
