I <br />,I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br />I <br /> <br />PROCEEDINGS OF 714E CITY COUNCIL <br /> PUBLIC I~JkRING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing was called to order by Mayor Gamec regarding Improvement <br />Project #81-12 (sealcoating) at the Ramsey Municipal Center, 15153 Nowthen <br />Blvd. N.W., R~nmsey, Minnesota at 7'20 P.M. on September 22, 1981. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Cotmcilmember Cox <br />Councilmember Sorteberg <br />Councilmember Reimann <br />Councilmember Van Wagner <br /> <br />Also Present: <br /> <br />City Engineer Raatikka <br />City Administrator Schnelle <br /> <br />Presentation by City Engineer Raatikka regarding proposed assessment for <br />Street Sealcoating Improvement Project #81-12 (155th Lane ~V, 156th Lane NW, <br />Erkit~ Street NW, Barium Street ~V and Cobalt Street NW). <br /> <br />Mr. Robert Rodin. stated that he and his neighbors were very unhappy with <br />the quality of work in this sealcoating project. He stated there was no <br />patching of holes and cracks on. Juniper Ridge Drive prior to the sealcoating <br />of it. He also stated that he didn't think the street had been swept <br />prior to the project. He further stated that the contractor had not <br />properly compacted the sealcoating material and it won't get properly <br />compacted due to the lack of traffic on Juniper Ridge Drive. <br /> <br />Mr. Rodin . also stated the contractor was overpaid for the amount of <br />time he had to spend on that project. <br /> <br />I <br />I <br /> <br />Mr. Rodin stated that they,the citizens that are being assessed for the <br />Project #81-12, shouldn't be as the City should pick up this maintenance <br />cost. He stated that he checked with Elk River City Hall and they stated <br />the City picks up these costs. He further stated that they should not <br />have to pick up the cost by the City Park as this should be the City's <br />share. <br /> <br />Mr. Rodin stated it was not equiable to assess the street that served all <br />the deadend streets on an equal basis. <br /> <br />I <br />I <br /> <br />Mr. Rodin presented the City Council with a petition which stated how <br />unhappy the citizens were with this project. The petition will be filed <br />in the project file. <br /> <br />Mr. Leon Walgrave 5550 156th Lane NW - stated he felt the same was as <br />Mr. Roadin about the project. <br /> <br />Council stated that they would hold up payment on this project until the <br />City Engineer has checked out the complaints that have been registered. <br /> <br />I <br />I <br /> <br />Public Hearing <br />C/September 22, 1981 <br /> Page 2 <br /> <br /> <br />
