Meeting Date: 03/22/2016 By: Bruce Westby, Engineering/Public Works Information Title Adopt Resolution #16-03-057 Approving Parking Restrictions on Andrie Street and 164th Lane; Improvement Project #16-00, Division C Purpose/Background: Purpose: The purpose of this case is to adopt Resolution #16-03-057 approving parking restrictions on the west side of Andrie Street and the south side of 164th Lane upon completion of the Andrie Street and 164th Lane Reconstruction project, City Improvement Project #16-00, Division C. Background: City Improvement Project #16-00, Division C, proposes to reconstruct Andrie Street and 164th Lane as 32 -foot wide streets with 8 foot side parking lanes along the east side of Andrie Street and the north side of 164th Lane. Parking is proposed to be restricted at all times along the opposing sides, the west side of Andrie Street and the south side of 164th Lane. Both streets are part of the City of Ramsey's Municipal State Aid Street (MSAS) system and are therefore subject to the requirements of the Minnesota Department of Transportation's (MnDOT's) State Aid Division whenever improvements are proposed. MnDOT's State Aid Division requires that a City pass parking restriction resolutions whenever parking is restricted along one or both sides of any portion of an improved MSAS street. Attached is a resolution restricting parking at all times along the west side of Andrie Street and the south side of 164th Lane upon completion of the proposed improvements to these streets. An executed resolution must be submitted to MnDOT's State Aid Division before they will approve/sign the project construction plans, which is necessary to allow the plans to be bid. Notification: No notifications are required for this case. Observations/Alternatives: Observations: Staff will be requesting City Council approval of final plans and specifications and authorization to advertise for bids on April 22nd. Approval of the attached resolution is required before the plans can be bid so any delay in executing the attached resolution will delay the project schedule and potentially prevent construction from being substantially completed in 2016.
