February 28, 2016 <br />Application for pigeon license 15340 Jackal St. <br />Comments and concerns: <br />A pigeon coop was set up in November 2015 within 2 weeks of the new neighbors <br />move in, a cord was run across the yard for power for lights. This coop is <br />unattractive and does not compliment the property, the city, or county. <br />The coop is illuminated all night. Racing pigeons are expensive and could attract <br />the criminal element, there have been issues of theft, we do not need this in our <br />city. <br />As far as placement of the coop it is standing on concrete block and not tendered <br />to the ground, have concerns of severe storms causing damage to our tree line. <br />This building has been placed as far away from their house as possible and is <br />aligned with the doors on my pole building which I use and work in. <br />Feral pigeons are not harmless birds, they can carry many infectious diseases <br />(potential for transmission of over 30 diseases to humans plus 10 to domestic <br />animals.) There is much information published and can be referenced on <br />conditions that exist from very mild to very serious to include death (avian flu.) Our <br />neighborhood consists of 60% seniors and 40% families which are the most <br />vulnerable to health issues. <br />Osha at the federal level has the( right to know) regarding agents in Occupational <br />safety and health, chapter 182 section 5206.0600 at the department of health. <br />My experience with pigeons is from (right to know) training at work.) Once wild <br />pigeons are attracted to an area where other pigeons reside it can be a hugh <br />problem to get rid of them. There has been an increase of activity from predators, <br />hawk on coop, wild pigeons, and dogs. <br />When the owner of the pigeons preformed maintenance, I did observe him wearing <br />a respirator or mask with gloves, I assume they are aware of the health issues and <br />use protective personal equipment. <br />When releasing pigeons in their yard for training, the pigeons also fly to the top of <br />my pole building and my trees, the droppings are not only a health hazard but are <br />acidic to the metal roof, vehicle paint and equipment finishes. <br />Questions: <br />As a generator of infectious agents, would like to know how pigeon droppings are <br />being disposed of, does the garbage company know what they are picking up? <br />What responsibility will the city assume if there is a problem of the non traditional <br />
