The manager has major administra-
:ive responsibilities which include preparin~
~nd presenting the municipal budget to the
:~ .uncii. The mayor in this form of govern-
~nental organization is usually selected by
d from the council, and presides over it.
o OWever, the mayor does not have veto
wer over the acts of the council, which is
the legislative policy-makln~ body. ~e
:ouncil enacts the municipal budget, passes
~rdinances, and determines appropriations.

3o°mmlssi°n

th executive and legislative powers are
laced in the hands of the commissioners
nder this form of government. The commis-
sioners, collectively sitting as a single body,
t.pprove ordinances, levy taxes, and appro-
riate funds. Each commissioner may act as
he administrative head of a government
yepartment or agency. In some co.mmission-
pe governments, one commissioner may
be designated as the mayor. However, the
Fo ayOr does not have the power to veto
uncil actions.

ounty Governments

ounty governments across the nation vary

greatly in form. The names of these forms
also are diverse. Such government may be
called a county or, as in Louisiana, a parish.
There are three different organization types
of county governments:

· Commission
· Council/Administrator
· Council/Elected Executive

Commission

The governing body of a coup. t? may be
called the board of commissioners, board of
supervisors, or county court. Its members
have both legislative and executive respon-
sibilities. These include preparing and
adopting the county budget, approving
regulations, and enacting ordinances. The
governing body also makes policy and
supervises operations of the county govern-
ment as a whole.'Other county officials, such
as the County Clerk, Treasurer, or Sheriff,
etc., may be elected or appointed. Each of
these individuals carries out specific duties
in accordance with policies of the governing
body.

Council/Administrator
Executive power is executed by one person
in this form of government. That individual is
employed by the county's governing body
and may be called the county administrator,
county manager, or county executive. The
primary duties of this office are' to prepare
and carry out the county budget. This
exercise of executive power also involves
supervision of the daily activities of county
employees. The responsibilities of the legis-
lative or governing body are limited to
enacting the budget and adopting regula-
tions and ordinances.

6

Council/Elected Executive
Executive power in this form of government
is exercised by an individual who is elected
by the citizens of the county. The duties of
this office include preparation of the county
budget and the implementation of council
policy. Responsibilities for county govern-
