'1
I
I
I
I
I
I
I

Paratransit:

As alternatives to the single passenger automobile and the
bus, there are a range oftransportation modes falling under
the umbrella term "Paratransit". This included everything
between the single passenger automobile on one extreme, and
the fixed-route transit bus on the other, i.e. carpools, .
vanpools, dial-a-ride services, buses which will detour from
their main routes for an extra charge, and "taxi's" which will
pick up and discharge passengers anywhere along one route for
a fixed fee.

The MTC encourages one form. of paratransit - ridesharing (car-
and-vanpooling) by offering various progmams and assistance
to those interested. Ridesharing services offered to Ramsey
by the MTC are as follows:

The MTC will:

1) Send callers the names and phone n~mbers of interested
carpoolers from' their amea.

2) Offer vans and free newspaper advertising space to find
riders.

3) Give on-site company assistance in setting up car-and-
vanpool programs.

I
I
I
I
-I
I

PUBLIC
TRANSPORTATION
b. Plan

Park n' RideFacilities:

Cities can encourage car-and-vanpooling and use of public
transit by providing places where individual drivers may park
their vehicles. At the moment.,, the City of Ramsey, having no
in-town bus service, alsohas no officially designated Park n'
Ride lots. The City has been considering the City Hall pamking
lot as a potential site but has not designated it as such.

Since the City of Ramsey has ho existing transit service, the
following si-~ategies are suggested to reduce single-passenger
auto tmavel:

1) Ramsey shOuld use its City Hall parking lot for a Park
Ride lot.

2) The City should encourage the use of the Park n' Ride lot
by providing a sign visible on Nowthen Boulevard, and
information'at City Hall.

If the City receives a favorable response to the Park n'
Ride site at City Hall, it should apply to the Minnesota
Department of Transportation (Mn/DOT) for federal fund's for
acquisitionand/or'improvement of additional sites. Potential
sites might'include parking lots of city parks,

T ~ 69 . 7-6-81
