Plan <br /> <br />Ramsey must wait for final resolution of the CAB interceptor <br />sewer line issue before any sewer construction can be considered <br />within the City. At the present time, the City of Ramsey's on- <br />site sewage system standards meet or exceed state standards. The <br />City will continue to maintain its existing programs to avoid any <br />future pollution problems. <br /> <br />However, the City of Ramsey is in the process of planning for <br />municipal sewer as outlined in this plan. The city has also <br />recently completed a comprehensive water study and is planning <br />on installing a water system concurrently with the sewer system. <br />As shown in the tables in appendix C, the projected sewer flows <br />for the Rum River Watershed and the Mississippi River Watershed <br />are 0.389 MGD and 0.464 MGD respectively. <br /> <br />To achieve their development goals, Ramsey will be passing a resol- <br />ution requesting that the Metropolitan Council amend their 208 <br />Water Quality Plan to include construction of the second Ramsey <br />connection by 1984. <br /> <br />Ramsey will be adopting platting regulatibns to promote gro~fth <br />in the sewered area as discussed on page 89A. These regulations <br />will include a moratorium on development in the transition area. <br /> <br />To keep the development within the sewered area, Ramsey will adopt <br />the following policies: <br /> <br />1) Sewer extensions will not be constructed until 70% of the <br />land is developed in industrial/commercial areas and 50% of <br />the land is developed in the residential area. Exceptions <br />to this policy are if the developer agrees to finance all trunk <br />oversizing costs, he will be allowed to develop. <br /> <br />2) The city will pick up oversizing costs on an interim basis <br />until industrial/commercial areas are 70% developed and resid- <br />ential areas are 50% developed. This will provide the oppor- <br />tunity for those areas with sewer and water to develop their <br />property so'they can afford to pay their assessments.
