This Board and the Agreement are a direct result <br />of Title O of tile Civil Rights Act of 1968 which established the policy to <br />provide fair housing. <br /> <br />BACKGROUND <br /> <br />The Department of Housing and Urban Development has developed a two-pronged <br />approach in its adminstration of Title VIII--Voluntary Compliance and En- <br />forcement..Voluntary Compliance has its goal the extension of "equal oppor- <br />tunity activities beyond the area.of law enforcement by promoting institu- <br />tional change designed to secure voluntary compliance with the spirit of the <br />law and its policy of fair housing". The Voluntary Affirmative Marketing <br />Agreement which was signed by the gnoka County Board of Realtors and the <br />Department of Housing and Urban Development is an outstanding example of <br />Voluntary Compliance. <br /> <br />CITIZEN PARTICIPATION <br /> <br />Basic to HUD's Voluntary Compliance Programs is'the active involvement of <br />citizen groups to assist in ensuring that the affirmative marketing provisions <br />of the programs.are implemented on a local level. Thus, there is a need.for <br />the effective oversight of these Agreements by the industry groups involved <br />and by independent citizen groups dedicated.to equal housing opportunity. All <br />of HUD's voluntary affirmative marketing plans and agreements make provision <br />for assessment of progress by such citizen groups. The Anoka County CHRB will <br />monitor and otherwise assist the Anoka County Board of Realtors in realizing <br />the intent of the Agreement. <br /> <br />RESOURCE BOARD OBJECTIVES <br /> <br />In every case, these citizen groups have two basic objectives: (1) to maximize <br />communication between the housing industry involved and minority of women's <br />groups of the particular community, and (2) to enhance the pvospect of HUD and <br />industry group commitments being implemented through effective monitoring.
