The purpose of the <br />study is to enable a better matching of state ~evenues and <br />expenditures, and a more even distribution of lbcal government <br />aid throughout the Year. _. <br /> <br />A key element of the study is a month by month survey of 1980 <br />cash receipts and disbursements by cities and count'ies.
