' <br /> <br />The ~onorable Tom Gamec ' / ~-" ,'~ <br />rqayor, City of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Anoka, Minnesota 55303 <br /> <br />Dear Iqayor Gamec: <br /> <br />The implementation of some of the construction projects in the 1981CDBG <br />program has presented some potential problems for the County and subgrantees. <br />For that reason, I would like to review a few rules which must be followed <br />in order to avoid violations which could jeopardize our HUD funding. <br /> <br />City and township staff responsibile for each project must keep County <br />staff well-informed of all aspects of the construction project especially <br />of the projected schedule for bid process and contract award. There are <br />many procedures which we must follow to be in complete compliance with <br />federal requirements. In order to fulfill our responsibilities, we need <br />the information that the cities and townships can provide. <br /> <br />All bid specifications must be revieWed by County staff before they are <br />distributed to bidders. This is an important step because the appropriate <br />Federal Labor and Equal Opportunity Standards and forms must be attached <br />to the specs, tn addition, we want to be sure that the bid specs themselves <br />meet federal requirements. All of this can be accomplished in one <br />working day to minimize any delay. <br /> <br />Once a contractor is chosen a pre-construction conference must be scheduled. <br />This conference is held before a contract is signed so that the necessary <br />federal forms can be com'pl'eted. The conference should be attended by <br />the prime contractors and all subs', if possible. <br /> <br />I have attached a list of steps in the construction process that require <br />communication between the city/township and the County.
