The site is within 1,000 feet of a lake, pond or <br /> flowage, <br /> <br /> 2. <br /> <br /> and <br /> <br /> 3. The site groundwater is not protected by an <br /> aquiclude, and the groundwater'protection problem cannot be <br /> resolved. <br /> <br />Site Q ~, <br /> <br /> Site Q was proposed by Anoka County as a sanitary landfill. <br />The Director recommended that Site Q not be certified as <br />intrinsically suitable for sanitary landfill use because the site <br />groundwater is not protected by an aquiclude and the groundwater <br />protection problem cannot be resolved. However, the Director did <br />recommend that the site be certified as intrinsically suitable <br />for demolition landfill use. <br /> <br /> During the comment period Anoka County submitted additional <br />information relating to groundwater conditions and use and <br />groundwater protection which could be provided through additional <br />engineering at the site. The County proposed that the site be <br />engineered to function as a resource recovery facility that would <br />generate methane. This facility would be constructed with a <br />triple liner for groundwater protection. <br /> <br />The MPCA staff considers this proposal to change the <br />character of the site from a landfill operation to a resource <br /> <br />The site would present a bird hazard to an airport; <br /> <br /> <br />
