<br />The Hetropolitan Council, at its meeting on September 10, 1981, adopted the
<br />attached guidelines to administer the Metropolitan Land Planning Act. The
<br />guidelines establish the final deadlines for: 1) resuming comprehensive plan
<br />reviews that have been suspended by the Council and, 2) submittal of compre-
<br />hensive plans that have not yet been received. The recommendations also
<br />include steps the Council will take if the guidelines are not met. The first
<br />of these steps is that the affected community will lose-its planning grant
<br />entitlement eligibility.

<br /> Metropolitan Council records indicate that the City of Ramsey should have
<br /> submitted a comprehensive plan for Council review on July 1, 1981. Prepara-
<br /> tion, submittal and review of the plan is required by the Metropolitan Land
<br /> Planning Act. The attached guidelines establish October 10, 1981 as the final
<br /> deadline for Ramsey to submit its comprehensive plan or the City will lose its
<br /> planning grant entitlement eligibility. - --
