I
'1
I
I
I
I
I
I

I
t
I
I
I
I
I
I
I

TO: City Council

I~OM: City Administrator

SUBJ: September Staff RepOrt

1) P!ojects Rejected - Enclosure (D3-~) represents the Engineering time
which will now be borne by the General Fund and was not budgeted fo~ in
the 1981 budget. However, it doesn't show the Staff time (Administrative
time) that gets involved in all these projects and usurps a tremendous
amount of time. Consequently, I guess we are going to have to develop
a better approach to reviewing projects before we get involved in the
future.

2) Revenue ShFring - It appears that Federal Revenue Sharing may be going
out with the new Presidential budget cuts. However, the tax breaks that
will be made available to the citizens will allow local government to tax
if they need these dollars which makes a lot of sense. We just won't be
sending money to Washington D.C. in a leaky bucket and getting it returned
to us in another one. The last of Revenue Sharing will not really affect
the Ramsey City Budget as it will other cities.

3) Meet.ing W~h'Governor -As o[ his date, we have heard nothing from Repre-
sentative John Weaver in reference to setting up a meeting with Governor
Quie in regards to the following:

a. State Aids to cities
b. Taxes that affect Conmercial/Industrial development in MN

It should be noted that news media has been giving the Governor's new program
"Well Spring" a lot of publicity these past' few days in the launching of it.

4) New Legislative Session 1982 - It appears that the State Local Aids to
Cities will be getting a trem~ffdous amount of attention this next session.
The larger cities will be trying to recoup some of their last State and
Federal Revenue from this source. Ramseywill really have to monitor this
session quite closely so that we don't lose any State Aid Revenue.

5) Ordinance Project - I would hope that we have that wrappedup by the
middle of November 1981.
