First, <br />let me give you a brief description of who we are and what we do. <br /> <br /> James Refrigeration Company was incorporated in 1947 and was involved <br />mainly in the sales of store fixtures and refrigeration equipment. During the <br />early 1960's, we got involved in building grocery stores and supermarkets as <br />a means of supplementing our refrigeration business. Over the years our <br />real estate development business has evolved from a vehicle to sell refrigeration <br />equipment to a point where it now stands on an equal footing with the <br />refrigeration end of the company. We have developed and built properties in <br />seven states that include neighborhood grocery stores, supermarkets, auto <br />parts stores, shopping centers, and malls': Our' list'of clients include Tom Thumb, <br />PDQ, Speedy Markets, Red Owl, .Super Valu; Fairway Foods: and Crown Auto Stores. <br /> <br /> in a typical convenience store development, such as Ramsey, we purchase <br />the site we intend to develoP, obtain all the necessary permits and approvals, <br />construct the building, lease it to our tenants,' and retain~ownership of the · <br />property. I give you this brief history to 'illustrate-a point.~ Namely; that- <br />we have a good deal of past experience to draw on while 'develOping 'our site ~ <br />in Ramsey. ~ . <br /> <br /> When I first approached the City as to the feasibility of our development, <br />I was informed that the ·retail uses we are proposing were subject to City <br />Council approval. I laid all my cards on the table 'and asked the Council to <br />give me a sense of direction 'as to allowing the use before ! Went to the expense <br />of platting the property. I was not informed nor was ! given the indication that <br />our use was going to present any major problems. Now after five months of <br />meetings and hearings, not to mention our platting expenses, the use question <br />is being debated.
