Because of the delay in imple-
menting these projects, the Management Board decided to defer
completion of the projects' evaluation until December 1, 1981.

A significant breakthrough was made relative to the railroad/emer-
gency co_mmunication systems projects. Meetings held with the Bur-
lington Northern and with representatives of Elk River, Moorhead,
and Sauk Rapids led to the design of a feasible, yet less expen-
sive, communication system. It now appears that the communities
will fund the projects, which will entail very nominal cost. Thus,
the means to implement a very promising low-cost solution to emer-
gency service delays.has been found.

The Management Board and 2he study sponsors (the U.S. Departments
of Energy and Transportation) want to ensure the national dissemi-
nation of the rail study results. To this end, the Board decided
that the tape-slide show, prepared after completion of. Phase II of
the study, will be updated after the demonstration projects have
been Lr, plemented. In addition, a brochure which highlights study
results will be prepared. Mn/DOT will take the lead in developing
the slide show and the b~ochure, using funding provided by the U.S.
Department of Energy.
