Burggraaff <br />Commissioner of Finance <br /> <br />SUBJECT: Request for Information on Cash Flow <br /> <br />Chapter 1, Laws 1981, Second Special Session,%requires the <br />Commissioner of Finance to conduct a study of the state's <br />cash flow management. This requirement states: <br /> <br />"the commissioner of the department of finance <br />shall prepare a comprehensive study of the state's <br />cash flow management. The study shall evaluate <br />options to reduce any cash flow management diffi- <br />culties outlined in the study, including changes <br />in payment or payment dates for aids and credits <br />paid by the state, expenditure reductions, or <br />revenue increases. .The study shall contain the <br />recommendations of the commissioner to improve the <br />state's cash flow management..." (Section 9) <br /> <br />Any study considering options for payment of state aids to local <br />governments must, in fairness to units receiving aids, care- <br />fully examine their receipt and disbursement patterns. Most <br />of the information needed to do this kind of analysis is not <br />however, available in the State Accounting System, nor is it <br />available from State Auditor's reports. For this reason, <br />I request that you provide us with information on monthly <br />cash receipts and disbursements for the' period from January 1, <br />1980 to December 31, 1980 and annual estimates for calendar <br />years 1981 and 1982. We hope that in the process of evaluating <br />the overall cash flow situation, the state and local units of <br />government can jointly develop an approach which generally <br />will be satisfactory to all. <br /> <br />A form for reporting 'the information is enclosed. It was <br />developed after consultation with legislative staff, state <br />Auditor's Office, representatives from the Association of <br />Minnesota Counties, League of Minnesota Cities, Minnesota <br />Municipal Finance Officers Association, and a number of <br />cQ~nty and city finance officers. <br /> <br />AN EQUAL OPPOrtUNItY EMPLOYER <br /> <br /> <br />
