UNITED STATES POSTAL SERVICE <br /> 475 L'Erdant Plaza, SW <br /> Washington, DC 20260 <br /> <br />June 3, 1981 <br /> <br />Honorable Dave Durenberger <br />United States Senate <br />Washington, D.C. 20510 <br /> <br />Dear Senator Durenberger: <br /> <br />This is in response to your May 5 letter on behalf of the <br />Honorable Thomas G. Gamec, Mayor of Ramsey, requesting a separate <br />ZIP Code for the Ramsey Branch of the Anoka Post Office. <br /> <br />The ZIP Code system was developed as an operational tool to <br />facilitate mail processing and delivery activities in the face <br />of growing mail volumes. Since inception of the system, estab- <br />lished community boundaries frequently have coincided with mail <br />processing requirements. In these cases, ZIP Codes have been <br />assigned accordingly. However, mail distribution, transportation, <br />and delivery requirements together with topographical consider- <br />ations in certain areas make the assignment of individual ZIP <br />Codes to every established community impracticable. <br /> <br />The assignment of a separate ZIP Code for the Ramsey Branch <br />would achieve no service or operating improvements. Residents <br />of Ramsey can continue to use that name as a mailing address. <br />A proliferation of ZIP Codes along boundaries inconsistent <br />with mail processing and delivery areas would be costly and <br />adversely affect postal services. <br /> <br />There are no plans at this time to convert'the Ramsey Branch to <br />an independent post office or construct a new facility.
