Memorandum <br />July 24, 1981 <br />Page 2 <br /> <br />On Page 7, No. 7 of the Request for PropoSals are <br />you specifically requiring all applicants to provide <br />an audio-video emergency alert system which will <br />override all audio and video channels <br /> <br />OR <br /> <br />Are you requiring an alert system which will override <br />either the audio or the video channels? <br /> <br />A review of the notes of the Commission indicate that the <br /> <br />Commission desired a system design which would enable municipal <br /> <br />officials from each city to implemeot an emergency alert via <br />audio and video signal transmission which would..override or be <br /> <br />super imposed on all cable cast programming. The primary goal <br /> <br />of this requirement was to provide a system in which any individual <br /> <br />who was tuned into the system could receive an audio and video <br /> <br />warning of an emergency situation. <br /> <br />Mr. Richard Beems, Telepromter Corporation, has requested <br /> <br />clarification of Articl~ XI, Section 2, Subdivision C of the <br />Preliminary Franchise Ordinance. Currently, this Article provides <br />that in the event of forfeiture, revocation, termination~or normal <br />expiration of the franchise, the cities may purchase the cable' <br /> <br />television system as follows: .· .... <br /> <br /> The purchase price of the System to be paid by <br /> City shall be the cost less depreciation (as <br /> shown on the books and records of Grantee) or <br /> market value, whichever is less.
