METROPOLITAN COUNCIL 300 Metro Square Building, Saint Paul, Minnesota 55101 MEMORANDUM TO: CAB Study Committee FROM: Jim Barton July 28, 1981 SUBJECT: Status of 208 Water Quality Plan Amendments In a memorandum received earlier this month', I indicated that the staff responses to the public hearing held on June 25 relative to the proposed 208 Water Quality Plan amendments would be reviewed by the Physical Development Committee on August 6. This schedule will be revised due to a delay that has been caused by a need to meet with PCA staff to clarify their position relative to the proposed amendments.. Essentially the prOblem is this, in that the 201 sewer facility plan that was forwarded to PCA approximately 11 months ago has not apparently been officially responded to by PCA staff. It is my understanding that their position is that until this review is completed, they cannOt~ respond to the 208 plan amendments. A meeting was held on July 24 between the Council and PCA staffs to work out what can hopefUlly be a reasonable schedule to allow the 208 plan amendment process'to proceed. As soon as I find out the revised schedule, I will forward it to you. "' I should also caution you not to get too concerned at this time, since we do have some time in the 1981 schedule which you adopted ~ back in March for some slippage. The Council staff's concern is that procedurally it would be nice to take action on the plan . amendments to allow 'for 'inclusion of some' of these' project's in the 1982 'capital budget that would, be .submitted by the Waste Control Commission to. the Council.
