TO: City ADministrator

FROM: Building Official

RE: Monthly Report

DATED: August 20, 1981

There were only four housing starts for the month which gives us forty
starts for the year.

I have attended two North Star meetings in the past month. Emphasis at
both was on the problems related to wood heat and fires. One problem is
with fire place inserts but the real problem is with Class "A" metal
chimneys. According to an insurance company representative the two inch
clearance to combustibles is not adequate and metal flues will not stand
up under the tempratures they are being subjected to. Therefore, a good
percentage of the insurance companies in the state are now refusing to in-
sure structures with Class "A" metal flues and wood burning appliances.
In instances where they find them existing they give a ten day notice to
either remove the Class "A" metal and replace it-with a masonry chimney,
or they cancel the insurance policy.

There were five requests for various types of construction in the
Mississippi River critical area that had to be processed through the E.Q.B.
Approval has not yet been received for all those applications.

Quite a bit of time was spent on these items as Well as various other items
which necessitated using-Lesster for more than 50% of the necessary inspect-
ions. I don't feel ~this is proper but there seems to be no other way to
generate adequate time. As things stand I have not been able to work with
Bill on recodification for the past three weeks and don't forsee any avail-
able time until next week.

I will be inspecting a dwelling in Richfield on Monday that an individual
wishes to move into the City. This item will'be an addendum to the agenda.
The applicant has paid his fee and brought in pictures which indicate the
dwelling is quite nice.' I will have a complete report ready-for the'meeting.

Ail other items relating to building have been covered under separate re-
ports.
