D-2 ADDENDUM TO COUNCIL OLD BUSINESS

Enclosure (D2-g) Proposed resolution regarding Industrial Revenue
Bond
(D2-h) Price quotes for playground equipment

CASE #9:

CASE #10:

INDUSTRIAL REVENUE BOND, REQUEST FOR; REGARDING CITY

APPROVAL; CASE OF MR. DENNIS SHARP:

Mr. Sharp is requesting that the City of Ramsey adopt a
resolution stating that they will approve of an industrial
revenue bond for him to construct a building (which Cedar
Sewing will lease half of it and Industrial Sewer Cleaning
will lease one-third of the remaining half) of 13,820 square
feet at a cost of $390,000. The bonding companies and the
State of Minnesota require the people who are seeking this
type of financing to get this tacit approval from the community
prior to getting involved with a lot of costs to see if the
community wants-the facility.

Council Action: You~ action will be to approve/disapprove of
it. If you approve of it, you should adopt the resolution
contained in enclosure (D2-g).

Motion ~ ~~ember ~ and seconded by Council-
member~7~' to adopt'Resolution #81- giving tacit
approvgl to an ~ustrial. RevenBe Bond to Mr. Dennis Sharp.
(PleaSe refer to resolution file for ResolUtion #81- ).

Motion carried. Voting yes .... . Voting
no .

HEXON REGARDING THE~BOX~CAR ISSUE:

This was before Council on August 18, 1981 and when reviewing
the contents of that meeting which directed the City Attorney
to pursue the'&nforcement of the Court Order as long as Hexon
is in violation'of the City Code.

Mr. Hexon wants to be in compliance with the Code but there
seems to be a problem for' him to get in compliance unless he
moves/destroys the box car.

Here's what has to happen to satisfy City policy and Code which
we have gone through with Mr. Hexon before:

1)

Preinspection'of a building before it is moved in to
the City of Ramsey. In the Hexon case, the box car
arrived in the City without being inspected. After
Clayton inspects a building, he reports his findings
to Council~ then you grant the approval.
