CITY COUNCIL <br /> BUDGET COMMITTEE <br /> CITY OF RAMS EY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council Budget Committee conducted a meeting on Monday, <br />August 29, 1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. NOW., <br />Rams ey, Minnesota. <br /> <br />Members Present: Councilmember Stephen F. DeLuca <br /> Councilmember David Bawden <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Finance Officer Sandra Ashley <br />Police Chief Michael Auspos <br /> <br />GALL TO ORDER <br /> <br />The Budget Committee meeting was called to order at 4:13 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />DISCU~SIOLN <br /> <br />Mr. Hartley presented an outline indicating various items that the City <br />does and does not charge a fee or rate for and suggested adjustments and <br />establishment of rates for 1989. <br /> <br />Mr. Hartley noted that there is a need for an ordinance which will allow <br />the City to issue temporary on-sale liquor licenses and establishing a fee <br />for same. The Committee discussed the possibility of a fee to cover <br />investigation of the application and a daily charge for the term of the <br />license. <br /> <br />Mr. Hartley noted that the current fee for on-sale club is $100 and on-sale <br />is $4000; holders of on-sale licenses feel they are forced to compete at an <br />unfair advantage. The Budget Committee agreed that there should be a <br />parody between the two license fees. Mr. Hartley was directed to research <br />State statutes to determine if on-sale club is eligible to be charged the <br />same license fee as on-sale. <br /> <br />Discussion ensued as to whether or not recreational establishments should <br />be charged a per device fee in addition to their license fee. <br /> <br />The Personnel Committee discussed a need for a written policy regarding use <br />and required deposits (damage fee) for park buildings. <br /> <br />Chief Auspos stated that there is a high incidence of false alarms due to <br /> Budget Committee/August 29, 1988 <br /> <br />Page 1 of 2 <br /> <br /> <br />
