Police Chief Auspos stated that he is requesting the addition of a patrol <br />officer to fill the position that would be created by placing one of the <br />existing officers in a detective position in Ramsey. Mr. Auspos stated <br />that even though he likes the officers to be trained in detection, they <br />cannot begin to follow up on cases, particularly those officers working C <br />and D shift. Capital Outlay requests, in order of priority (which varies <br />from what is recorded in the budget) are: squad car, base station radio, <br />micro cassette recorders, radar unit and preliminary breath test. Mr. <br />Auspos stated that he has spent about $3,000 thus far rebuilding one of the <br />1984 cars. Mr. Auspos stated that he wants authorization for the new car <br />as insurance in the event the rebuilding of a vehicle doesn't work out; it <br />the rebuilding is successful, the funds can be used to begin rebuilding the <br />next vehicle approaching the 100,000 mile mark. Mr. Auspos noted that the <br />detective position would also fill in during extended vacations and <br />absences of other officers. <br /> <br />Councilmember DeLuca inquired as to how the pay range for a detective <br />relates to the Comparable Worth Report. <br /> <br />Mr. Hartley stated that the Comparable Worth Report does not indicate a <br />benchmark for detective; salary survey indicates that on the average, <br />detectives are paid more than patrol officers but less than sargents. <br /> <br />Councilmember Cox noted that Police Protection Personal Services for the <br />1987 Budget is $328,199 and the 1988 Request is for $377,917; inquired as <br />to the reason for the increase. <br /> <br />Mr. Hartley replied that the 1988 Request figure is what is needed to carry <br />forward expected wage settlements for 1988 with the existing personnel. <br /> <br />Mr. Mevissen stated that it has been two years since the part-time snow <br />removal drivers have had a wage increase; he is recommending that Council <br />approve a $.50/hour wage increase for snow removal drivers. <br /> <br />Mr. Graczyk referred to a memo from Ms. Norris requesting that the unused <br />portion of the $50,000 allocated by Council in the 1987 budget for economic <br />development activities be reappropriated for the same in 1988. <br /> <br />Mr. Hartley presented the Budget Committee with copies of a letter from <br />City Engineer Raatikka regarding the planning services and clerical support <br />available to the City and the rates that would be charged. <br /> <br />ADJOURNMENT <br /> <br />The Budget Committee adjourned at 9:15 p.m. <br />Respectfully submitted, <br /> <br />Sylvia Frolik <br />Secretary <br /> <br />City Administrator <br /> <br />Budget Committee/September 21, 1987 <br /> <br /> Page 4 of 4 <br /> <br /> <br />
