Mr. Hartley replied that those costs are there now and being passed onto <br />the taxpayer. <br /> <br />Councilmember DeLuca stated that the benefit to the taxpayer is that the <br />tax base is increased. <br /> <br />Mr. Hartley stated that a possibility might be for the city to pick up a <br />percentage of the engineering costs as a way to encourage development° <br /> <br />Mr. Hartley stated that he will present Council with a listing of contract <br />holders, rates and year-to-date payments to give Council an idea of what is <br />currently being contracted out, to who and how much. <br /> <br />Mr. Graczyk stated that there will be a public hearing held regarding the <br />budget on September 22; there will also be a case for discussion of the <br />budget on that Council agenda. There will be a meeting scheduled with the <br />entire Council to review the budget contents. A decision needs to be made <br />regarding the levy by October 5-7; the budget can then be adopted at the <br />regular Council meeting in November. <br /> <br />Consensus was to schedule another Budget Committee meeting for 6:15 p.m. on <br />September 11; department heads and any other interested persons will be <br />given the opportunity to discuss their requests at this time.
