These include but are not limited to the <br />following requirements: <br />• The subdivision regulations must be consistent with the city's official <br />map and zoning ordinance. <br />• The subdivision ordinance may provide for different types or classes of <br />subdivisions, but the regulations within each type or class must be <br />uniform. <br />• The subdivision ordinance must require plats for subdivisions that create <br />five or more lots that are 2 1/2 acres or less in size. <br />• All plats must conform to the technical requirements found in Minn <br />Stat. ch. 505. <br />• The subdivision ordinance must require that a complete subdivision <br />application for a preliminary plat be approved or disapproved within 120 <br />days, unless the city and the applicant have agreed to an extension. <br />In addition, land dedication requirements are subject to numerous additional <br />directives as discussed in section VI of this memo. <br />2. Metropolitan Council requirements and the <br />Metropolitan Land Planning Act <br />Metropolitan cities are subject to the Metropolitan Land Planning Act. <br />Metropolitan cities include all cities in the counties of Anoka, Dakota <br />(excluding the city of Northfield), Hennepin (excluding the cities of <br />Hanover and Rockford), Ramsey, Scott (excluding the city of New Prague), <br />and Washington. The Act requires metropolitan cities to submit copies of <br />their subdivision ordinances to the Metropolitan Council for information <br />purposes within 30 days following adoption. A metropolitan city may not <br />adopt a subdivision ordinance that conflicts with the metropolitan system <br />plans. <br />3.
