Trunk highways, county roads, and highways <br />When a preliminary plat abuts upon a trunk highway or state rail property <br />and includes county roads, the city must follow both processes detailed <br />above and submit a copy of the application to both MnDOT and the county <br />engineer. <br />d. Required information for submission to MnDOT and <br />the county engineer <br />Submissions to MnDOT or the county engineer must include both a legible <br />preliminary drawing or print of the proposed preliminary plat and an <br />attached written statement describing: <br />• The outlet for and means of disposal of surface waters from the platted <br />area. <br />• The land use designation or zoning category of the proposed platted area. <br />• The locations of ingress and egress to the proposed platted area. <br />• A preliminary site plan for the proposed platted area, with dimensions to <br />scale, authenticated by a registered engineer or land surveyor, showing <br />the existing or proposed state highway, county road, or county highway <br />and all existing and proposed rights-of-way, easements, general lot <br />layouts, and lot dimensions. <br />When a subdivision application is finally approved and recorded, the city <br />must file with the plat, in the office of the county recorder or registrar of <br />titles, a certificate or other evidence showing submission of the preliminary <br />plat to the commissioner or county highway engineer as required by law. <br />C. Final plat review <br />After preliminary plat approval, state statute allows the applicant to seek <br />final approval. The final plat application must demonstrate conformance <br />with the conditions and requirements of preliminary approval and <br />conformance with city regulations and state and federal law (where <br />applicable). <br />1.
