The plat proposes to gain access from a cul-de-sac off of Alpine Drive NW. This would meet city standards for Cul- <br />de -Sac length and right-of-way width. The access proposed is satisfactory to staff. <br />Septic/Drainfield. The current plan proposes each of the four lots to have individual septic systems. The Planning Commission <br />has determined that individual septic systems will be acceptable for this development, but desires the recommendation of the <br />Environmental Policy Board on this topic. <br />Wells. The locations of the proposed wells have adequate spacing relative to drain field locations. <br />Park Dedication and Trail Development Fees. Per the approved Master Park Agreement, Park Dedication and Trail <br />Development Fee obligations have been satisfied. The agreement approved by the City Council on December 8, 2015 must be <br />executed prior to filing of the Final Plat. <br />Stormwater Trunk (Management) Fee. A Stormwater Trunk Fee in the amount of $459 per lot is due on the project. The <br />total trunk charge shall be $1,836 for the project per 2016 Rates and Charges. <br />Additional Improvements/Trail. There is currently a trail running immediately to the north of the proposed subdivision. In <br />complying with the Parks, Trails, and Open Space plans for the City, proposed subdivisions should connect to existing trail <br />systems. The proposed trail between lots 2 and 3 which connects with the existing trail within Northfork complies with those <br />plans. <br />Recommendation. City Staff is recommending that the Planning Commission approve the Preliminary Plat, with the <br />considerations listed in this staff report. <br />Next Steps. The Preliminary Plat Review process affords the Planning Commission to opportunity to provide more detailed <br />direction on the layout of the proposed plat, before the Developer finalizes development plans and prepares the Final Plat. You <br />will be required to enter into a Development Agreement with the City to ensure the timely construction of required <br />improvements. The Development Agreement will also require a financial surety in the amount of 125% of the cost of required <br />improvements. The financial surety shall be in the form of a Letter of Credit or cash escrow only. The Development Agreement <br />will also require an Engineering Inspection Fee of 5% of the cost of required improvements. The escrow must be in the form <br />of a cash escrow. The City will prepare a draft Development Agreement for your review. This will occur as part of approval of <br />the Final Plat. <br />
