CONCEPTS CONSIDERED
CONCEPTS CONSIDERED
A toolbox of potential improvement strategies was developed early in the concept development phase of study
as a means to guide MnDOT and Anoka County in considering a range of potential solutions. The toolbox provided
examples of lower-cost high -benefit improvements that have worked in other metropolitan regions. Multiple
improvement strategies were assembled for access management, reduced -conflict intersections and grade sep-
aration approaches. A copy of the Concept Improvement Toolbox is included in Appendix C.
Prior to developing specific concepts for each subarea, a high level screening process was used to limit concept
options to those that could actually improve capacity based on 2013 volumes. The Federal Highway Administra-
tion (FHWAJ, developed a tool called CAP -X that was used for this purpose. Based on turning movement volumes
and truck percentages, the tool ran a capacity analysis for multiple different at -grade, roundabout, and grade
separated intersection types. Different lane configurations were entered for each intersection type, and for this
purpose a compatible geometry with existing conditions was chosen.
For example, images of the Thurston Ave. evening rush hour analysis are included. The results show poor volume
to capacity ratios for all at -grade intersections and roundabouts, which led the concept development at this
location towards something grade -separated.
Capacity Analysis for Planning of Junctions
(Input Workehee9
rp°ira' x....!
Highway PO Amass €'Taarxvlg Snmy
R4suIt$
CrNreafl 9amryarla7ls Sum
1:9 >wp.4w-
142woo
., 1t00
F.ccrptehla Canlllluru.'rs
iMD, 1.
'1504
15
1
Loerle•..'
TNr6.1 Ma'am Aro WOAM1
Mal
0.1.!
Nowomtar 5. 2413
7
1 7
HIGHWAY 10 ACCESS PLANNING STUDY
Thurston Ave. CAP-XAM-1
41
R4suIt$
lar Intosackla413
V
TYPE INTERSECTION
r.i.ru.d,l
Shaer
GLV Y•C
Sane1ia.o}
CLV V.0
•..111..1, a,..1r41.s.. 2.-.s r..-.:. ovo,811rr,
CLV VAC GLV V C GLV V C RolmRouting
1
Cnnwbrylpnal
FLIL I
Mal
MOM
MOM
III
1545 0' 7 $..47 1
2
w ntiona4 Shared P1 LP
CSRL
Praia
I
Firl11PrAMPil1131
],QQ 1.02 11
3.1'S_1N'
a 2
li_F
ilE
471 Q17PlirAlir
2496 1.41
111616 1.01
rdMill1417
1584 0.49 1.01 141
DM 1.61 14
3.3
3,4
fkau1r.ani Itrwelwap
le
Iket
P
434 ga
In
562FAIN
1414 $,22 au 3
1331 L X 5
PIP-IiPil
l
14012+1
6.1
P1lr,il 0,4Istatl Turn
$
877
1164 g, t9IliE
1447 D 0.90 3
4.2
Lbi
Ea
PAPIPPATO
14341 Dig
-
693 F,31
1473 Hsi 3,47 1. 4
S
6iapl* *JLePoTwrn
Eza.
077 I&
1366 MI 4.40 1
Si
6.2
7,1
7.2
Ro-eiriclad CeossInq U.
