December 10, 2015 1 Volume 9 1 Issue 23 Zoning Bulletin <br />Zoning News from Around the <br />Nation <br />CALIFORNIA <br />Bakersfield's Board of Supervisors unanimously approved a "landmark" <br />plan to streamline Kern County oil and gas permitting. Under the plan, <br />among other things, a proposed amendment to the County zoning ordinance <br />would provide that "the surface owner would need to sign off on a drilling <br />plan before the oil and gas developer [could] get a fast-track permit to <br />develop and begin drilling." Without surface owner approval, an oil and gas <br />developer could pursue "a longer and more expensive process" as a mineral <br />rights holder to get County approval. <br />Source: The Bakersfield Californian; www.bakersfield.com <br />MONTANA <br />The Kalispell City Council recently voted unanimously to amend the <br />city's zoning ordinance to restrict the areas where new casinos would be al- <br />lowed in city limits. Future casinos will only be permitted in the few areas <br />zoned B-5, and would need a conditional use permit and would have to be a <br />minimum of 600 feet from the property line of churches, schools, residential <br />zones, parks, federal highways and other casinos. The 22 casinos already in <br />Kalispell's city limits will be grandfathered in with the new law. <br />Source: Flathead Beacon; http://flatheadbeacon.com <br />WASHINGTON <br />Seattle City Councilmembers have unanimously passed "landmark" hous- <br />ing legislation. An ordinance now requires commercial developers pay a <br />mandatory contribution to affordable housing on new commercial construc- <br />tion and multi -family residential developments.
