The plat proposes to gain access from a cul-de-sac off of Alpine Drive NW. This would meet city standards for Cul- <br />de -Sac length and right-of-way width. The access proposed is satisfactory to staff. <br />Septic/Drainfield. The current plan proposes each of the four lots to have individual septic systems. Given its proximity to <br />Lake Itasca, Staff recommends that the applicant explore the feasibility of using a shared septic system rather than separate <br />septic systems on each lot. If this is not feasible, each lot should show a primary and secondary site before submission of the <br />Preliminary Plat. <br />Wells. The locations of proposed wells should be shown on the proposed preliminary plat to ensure adequate spacing from <br />drain field locations. <br />Park Dedication and Trail Development Fees. Per the approved Master Park Agreement, Park Dedication and Trail <br />Development Fee obligations have been satisfied. The agreement approved by the City Council on December 8, 2015 must be <br />executed prior to filing of the Final Plat. <br />Stormwater Trunk (Management) Fee. A Stormwater Trunk Fee in the amount of $459 per lot is due on the project. The <br />total trunk charge shall be $1,836 for the project per 2016 Rates and Charges. <br />Additional Improvements/Trail. There is currently a trail running immediately to the north of the proposed subdivision. In <br />compiling with the Parks, Trails, and Open Space plans for the City, proposed subdivisions should connect to existing trail <br />systems. Therefore, staff is recommending the connection of a trail between lots 3 and 4 to access the existing trail within <br />Northfork. <br />Recommendation. City Staff is recommending that the Planning Commission approve the Sketch Plan and direct the <br />Developer to proceed to preparing a Preliminary Plat, with the considerations listed in this staff report. <br />Next Steps. The Sketch Plan Review process affords the Planning Commission to opportunity to provide early direction on <br />the layout of the proposed plat, before the Developer prepares detailed Preliminary Plat plans. A key decision will occur at <br />Preliminary Plat, in which the layout will be approved, subject to approving final construction plans and Final Plat documents. <br />At that time, the City will review items including, but not limited to, Grading Plan, Utility Plan, Landscape Plan, and Street <br />Light Plan. You will be required to enter into a Development Agreement with the City to ensure the timely construction of <br />required improvements. The Development Agreement will also require a financial surety in the amount of 125% of the cost of <br />required improvements. The financial surety shall be in the form of a Letter of Credit or cash escrow only. The Development <br />Agreement will also require an Engineering Inspection Fee of 5% of the cost of required improvements. The escrow must be <br />in the form of a cash escrow. The City will prepare a draft Development Agreement for your review. This will occur as part of <br />approval of the Final Plat. <br />
