Bloustein School of Planning and Public Policy at Rutgers <br />University in New Brunswick, New Jersey. Stuart Meck, FAICP, is an associate research professor in the <br />UPPD program, where he teaches history and theory of planning, land -use law, and planning and <br />land use administration, and consults.
