5. APPROVE AGENDA <br />City Administrator Ulrich requested to add an item to the agenda as Item 7.06 titled Consider <br />Authorizing Evaluation of Highway 10 and Ramsey Boulevard Intersection Grade Separation <br />Alternatives. <br />Motion by Councilmember Kuzma, seconded by Councilmember Johns, to approve the agenda <br />as amended. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Johns, LeTourneau, <br />Riley, Shryock, and Williams. Voting No: None. <br />6. PUBLIC HEARING <br />None. <br />7. COUNCIL BUSINESS <br />7.01: Consider Adopting Resolution #16-03-048 Relating to a Request for Non - <br />Traditional Animal License to Maintain Racing Pigeons at 15340 Jackal St. NW; <br />Case of Moua Thao <br />City Planner Anderson reviewed the staff report and recommendation to adopt Resolution #16- <br />03-048 granting a Non -Traditional Animal License to maintain racing pigeons on the subject <br />property contingent upon: 1) the pigeon coop being relocated so that it is more centrally <br />positioned on the subject property; 2) the exterior of the pigeon coop being completed as <br />proposed in the Zoning Permit Application no later than April 30, 2016 (weather permitting); 3) <br />the license be limited to no more than sixty (60) pigeons; and 4) the flying time be limited to two <br />hours - once in the morning and once in the afternoon. It appears that this request will not result <br />in a public safety matter for the surrounding property owners if properly maintained. He stated <br />that staff did receive a call from a representative from the Humane Society this afternoon and his <br />response was to consider the scale of the request; noting that the representative did not believe <br />that this project would propose a concern to public health and compared the scale of this <br />proposal to living with three to four indoor cats. <br />Councilmember Shryock asked if the City has a process for regular check-ups on the Conditional <br />Use Permits (CUP) for non-traditional animals. <br />City Planner Anderson stated that there is reasonable language in the CUP, which allows for <br />follow-up inspections. <br />Councilmember Riley referenced the comparison to chickens and asked how many chickens <br />would be allowed on this property. <br />City Planner Anderson stated that he was unsure of the exact number but believed that the <br />property would be allowed 16 chickens. <br />City Council / March 22, 2016 <br />Page 4of11 <br />
