City Planner Anderson replied that the applicant is not listed as the specific property owner but <br />he does reside on the property and therefore meets the requirements of the City. He noted that a <br />signature block could be added to the resolution for the actual property owner. <br />Mayor Strommen agreed that would be important. <br />Councilmember LeTourneau stated that he is bothered by the fact that the applicant did not act as <br />a good neighbor and constructed the coop and brought the pigeons to the property without asking <br />the City if the activity is allowed or talking to the neighbors. He stated that he has gathered a lot <br />of information and reviewed the four conditions recommended by staff, noting that those <br />comments were all mentioned by the neighbors. He stated that if the conditions can be met, that <br />may address the concerns of the neighbors. <br />Councilmember Riley echoed the comments of Councilmember LeTourneau. <br />Mayor Strommen stated that a fifth condition should be added requiring the signature of the <br />property owner accepting and supporting the use. She stated that there is a provision in the City <br />Code, which allows for non-traditional animals and was unsure of a legal or rational reason to <br />deny the request. <br />Councilmember Kuzma stated that if a provision is added requiring the signature of the property <br />owner in support of the request he could also support the request. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Johns, to Adopt <br />Resolution #16-03-048 Approving the Issuance of a Non -Traditional Animal License to <br />Maintain Racing Pigeons on a Residential Property and Declaring Terms of Same. <br />Further discussion: Councilmember Shryock stated that there are guidelines for racing pigeons <br />and asked if it would be reasonable that when inspections by the City are conducted, the <br />applicant also provide a proof of membership in a recognized organization of that nature. <br />Councilmember Kuzma asked if there is a timeline on the license. City Planner Anderson <br />replied that the license is a one-time issuance but is not recorded against the property and is <br />specific to the applicant at this property only. Mayor Strommen confirmed the consensus of the <br />Council to add another condition that would require proof of registration for the applicant in a <br />recognized pigeon racing organization. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Johns, Kuzma, <br />Riley, Shryock, and Williams. Voting No: None. <br />Mr. Ekblad noted that it had been mentioned earlier that the pigeon organization would inspect <br />the coop on an annual basis and asked if that documentation could also be provided to the City. <br />Mayor Strommen noted that the additional condition was added to the motion of approval, which <br />would require that aspect. <br />City Council / March 22, 2016 <br />Page 7 of 11 <br />
